Country Launcher Treasury Manager
About the Role
You will launch, structure, and stabilise treasury operations in new markets. You will set up banking and funding flows, implement local treasury procedures, and ensure regulatory and operational readiness. You will open and manage local bank accounts, negotiate banking services, design funding architectures, oversee daily reconciliations, validate funding activities, and monitor liquidity. You will train and hand over processes to local Treasury Managers, document controls and procedures, and provide post-handover support. Expect high field presence during launch phases and occasional temporary relocations for mission-based deployments.
Requirements
- Full professional proficiency in English and French
- Master’s degree in Accounting Finance or a related discipline
- Minimum of 5 years’ experience in Treasury Finance or Accounting with hands-on experience in banking operations funding mechanisms reconciliations and internal controls
- Solid understanding of accounting fundamentals and banking procedures
- Proficiency with technology including Google Sheets and Excel
- Experience working in emerging or complex markets and exposure to multi-country or cross-border treasury operations
- Familiarity with regulatory stakeholders such as central banks and auditors
- Willingness to temporarily relocate for mission-based assignments
Responsibilities
- Lead end-to-end treasury setup in new countries including banking funding flows and controls
- Partner with Legal Compliance Finance and Operations to ensure readiness before and after launch
- Define and implement local treasury operating procedures aligned with regional standards
- Coordinate liquidity agents and cash rebalancing activities
- Act as primary treasury point of contact during launch and ramp-up phases
- Open structure and manage local bank accounts including operational trust and settlement accounts
- Negotiate and implement banking services wires cash management tools fees and service-level agreements
- Ensure treasury operations comply with local banking regulations and central bank requirements
- Design and implement initial funding models including local and cross-border structures
- Execute and oversee early-stage funding operations until steady-state is established
- Monitor liquidity risks and ensure operational continuity during ramp-up periods
- Ensure accurate daily reconciliation of partner funding transactions and validate funding activities
- Maintain complete auditable documentation for funding and reconciliation activities
- Train and onboard local treasury staff and incoming Treasury Managers
- Document treasury processes internal controls and country-specific constraints
- Transfer ownership to permanent Treasury Managers and provide post-handover support
